Director's Profile
Dr. Ramon-Yusuf holds the degrees of Doctor of Veterinary Medicine (DVM), Master of Science (Environmental Toxicology), Master of Business Administration(MBA) and Doctor of Philosophy ( PhD) in Environmental Toxicology and has received extensive specialized training in the areas  of Quality Assurance and Open Distance and E-learning in many parts of the world including the UNESCO International Institute for Educational Planning (IIEP), in Paris and the Institute for Socio-Cultural Studies (ISOS) of the University of Kassel, Witzenhausen, Germany where he participated in the University Staff Development(UNISTAFF) programme in 2002 and earned a Postgraduate Certificate in Quality Assurance and Curriculum Development.
He began his career as Assistant lecturer in the Department of Physiology & Pharmacology at the Faculty of Veterinary Medicine, Ahmadu Bello University, Zaria, Nigeria in 1987 and had a career change when he moved to the National Universities Commission, Abuja as Assistant Chief Academic Planning Officer and Programme Officer for Veterinary Medicine, in 1997.
In the course of his career in the Commission spanning a period of about 16 years, he has worked in virtually all the technical departments- Academic planning, (Academic Planning & Research) Quality Assurance, Inspection & Monitoring and Open and Distance Education. His work experience covers the entire gamut of the Commission’s mandate as he rose steadily through the ranks culminating in his promotion to the rank of Deputy Director  and Head, undergraduate Quality Assurance Division in the Department of Quality Assurance in 2005.

In the aftermath of the upgrading of the erstwhile ODL division to a full- fledged Department of Open and Distance Education by the  Board of the Commission on 26th July 2011, Dr. Ramon-Yusuf was appointed acting Director on 1st August 2011, a position he held until his appointment as substantive Director, Open and Distance Education on 24th October 2013. Dr. Ramon-Yusuf was appointed the Director of Research and Innovation on 29th October, 2014.

Mission

To facilitate best practices in relevant, innovative and quality-driven research in the Nigerian University System (NUS) in partnership with other stakeholders to meet the needs of both national and global economies.

Mandate & Functions
  • Coordinating and Monitoring Universities’ Projects.
  • Sponsoring research in areas relevant to national development in Nigerian Universities.
  • Developing and monitoring research policy for the Nigerian University System (NUS) in line with national goals and needs.
  • Developing and implementing modalities for conducting periodic research assessment exercises in Nigerian Universities for funding purpose.
  • Collection and collation of timely and up-to-date data on Nigerian Universities for dissemination to the general public.
  • Identifying and facilitating innovations and best practices in teaching and learning in the Nigerian University System.
  • Fostering collaborations between government, industry, universities and other stakeholders in Higher Education.
  • Developing NUC capacity on innovative approaches to efficient and effective service delivery.
  • Develop a blue print of areas of intervention in the Nigerian University System for donor support.
  • Provide project management services in collaboration with donor agencies and partners for the NUC.
  • Coordinate national and international linkages/collaborations in higher education.
  • Coordinate NUS special projects on Research and Innovation.
  • Promoting the publication of books and journals in Nigerian Universities
  • Developing blueprints of areas of intervention for donor support for the promotion of research activities in the Nigerian University System

Departmental Divisions

Innovation and University-Industry Linkages Division
  1. Generate data and advice on Innovations in the Nigerian University System (NUS) for dissemination to the general public;
  2. Coordinate Special Award Schemes which are intended to stimulate and sustain interest in innovations and best practices in teaching, learning and administration in the Nigerian University System (NUS), such as the Nigerian Universities Teaching, Innovation Award Scheme (NUTIAS);
  3. Identify and facilitate Innovations and best practices in administration in Nigerian Universities, including recommendation of rewards where necessary;
  4. Identify Innovative approaches that will enhance National Universities Commission’s capacity for efficient and effective service delivery;
  5. Identify and facilitate innovations and best practices in teaching and learning in the Nigerian University System (NUS);
  6. Develop and advice on incentives to encourage Research and Innovation in the Universities;
  7. Liaise with relevant Government Agencies and other Stakeholders to promote Innovations and best practices in teaching and learning in the Nigerian University System (NUS);
  8. Seek, Promote and coordinate industry’s intervention and support for academic research and development in Nigerian Universities;
  9. Liaise and partner with the industries to promote the commercialization of research products and innovations in Nigerian Universities for national development;
  10. Coordinate the Nigerian Universities Research and Development Fair (NURESDEF);
  11. Foster and promote linkage and collaboration between Nigerian Universities and the industries;
  12. Identify and promote the entrenchment of global best practices on University-Industry linkages in Nigeria; and
  13. Generate data for annual publication on the level of intervention of industries for research and development in all Nigerian Universities.

  15. Generate data and advice on innovations in the Nigerian University System for dissemination to the general public.
Research Planning and Administration Division

 

  1. Facilitate the development of research policies for the Nigeria University System (NUS) in line with national goals and needs;
  2. Provide policy and analysis services for the NUC and Nigerian Universities;
  3. Advise on the format for data collection and coordinate the collation of data from the Nigeria University System;
  4. Publish statistical information on the NUC and Nigerian Universities;
  5. Publish research activities and findings from the Nigerian University System;
  6. Facilitate the sponsorship of research in areas relevant to National development;
  7. Organize and coordinate the update of data on research funding in Nigerian Universities;
  8. Develop and Implement modalities for conducting periodic Research Assessment Exercise (RAE) in Nigerian Universities; and
  9. Coordinate the promotion of publication of books and journals in Nigerian Universities.
  10. Coordinate and monitor Universities research projects; and
  11. Develop and implement modalities for conducting periodic research assessment exercises in Nigerian Universities for funding purposes.
Special Project and Collaboration Division

The following are the functions of the Division:

  1. Coordinate national and international linkages and collaborations in higher education;
  2. Initiate and facilitate collaborations with local and international donor agencies and development partners in the public and private sectors for the benefit of the Nigerian University System (NUS);
  3. Identify areas of need for quality assurance (QA) in the Nigerian University System for the intervention of development partners;
  4. Provide Project Management services on special projects in the Nigerian University System; and
  5. Identify areas of intervention for donor support for the promotion of research activities in Nigerian Universities.
  6. Prepare a schedule of visit and monitoring of special projects in Nigerian University System;
  7. Coordinate the Nigerian Universities Distinguished Professors Awards Scheme (NUDPA);
  8. Partner with the public and private sectors for the benefit of the Nigerian University System;
  9. Attending local and international donor and collaboration partners’ meetings when necessary;
  10. Monitor and evaluate donor agencies intervention in Nigerian University System and prepare updates as required; and
  11. Validate status of all existing linkages in Nigerian University System through National Universities Commission/Federal Ministry of Education and other public sectors/institutions and donor agencies
